If you want to speak fluently with others in English, I suggest you live in an environment where you can only speak in English, and no other languages such as Mandarin and/or Taiwanese. In my experience, you should be able to achieve a basic level within 1/2 - 1 year.



If you want to write a Thesis in English, you then need to hire a tutor. A private tutor can tell you the area you need to pay attention and, in particular, the English style to explain my idea. This is very expensive, however, it is a must. How do I know that? My university offers a tutor (1 hour per week) helping me to write my Master's Thesis. She has a DPhil degree. I showed her my Bachelor Thesis, and she pick up so many mistakes. She finally asked me: "Is this the copy you submitted to the University". My answer, I am ashamed to admit, is "YES". ^__^'''



You should ALWAYS try to find free resources. Try your friends (a native English speaker with English degree is preferred), see if you can get their free tutoring, in exchange, you tutor them Chinese or cook or clean for them. Another way is to enroll in University/schools where there are free English tutor available.
