I studied in UK not US, it may be slightly different, however, the principle won't be too far out. Here is my thoughts:-
* US visa officers won't deny your application base on your language ability, it is not a priority.

* The college has approved your entry, the information should have come with the offer. You should read information first, you will find 'things' you are looking for are ready there.
In addaition, I would suggest that you go on college's website, I bid there is a page dessigned specially for the new students.
Or, if you give me the website address, I'll check it for you.
* There is no need to seek 'some one' to apply for you. You can apply or send your applocation your self as long as you know precisely who you are dealing with and what you want.
